The Committee on Health and Human Resources moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 4004 A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §16-2Q-1, relating to prohibiting an abortion after 15 weeks’ gestation; defining terms; providing exceptions; requiring the determination of probable gestational; requiring reports; setting forth information to be reported; setting forth timeframe for report; providing professional discipline; providing criminal penalties; clarifying this law does not prohibit other causes of actions; prohibiting penalizing a patient; and providing effective date.
